When only the tip of a cat's tail twitches, it is usually focused on prey or play, or mildly irritated.
Why
It is thought that when the cat is keyed up but keeping its body still, the tension shows at the tip of the tail.
Evidence
Secondary Explanation by veterinary behaviourist Dr Gerken (PetMD). Cats twitch the end of the tail when hunting and playing, and when mildly irritated or frustrated link
Notes and limits
Some charities say that twitching of the whole tail can mean agitation or conflict. The "why" is not in the sources and is given as a hypothesis.
